A Conference with the Theme of “Role of Information Technologies in Health” was held in Azerbaijan

A Conference with the theme of “Role of Information Technologies in Health” was organized by Azerbaijan Ministry of Health and “Akgün Software” company.
Turkish experts in the field of implementation of the information technologies, Ministry of Health, other governmental authorities and non-governmental organizations, representatives of media institutions have participated in the conference. In the conference, e-health solutions, information gathering and management of information, decision support systems, formation of national information system and other topics were discussed.
Azerbaijan Deputy Minister of Health Elsever Ağayev, President of Grand National Assembly of Turkey Health Commission Prof. Dr. Cevdet Erdöl, President of social and politics commission of Azerbaijan National Assembly Hadi Recebli, Deputy President of Grand National Assembly of Turkey Health Commission Assoc. Prof. Dr. Kemaleddin Aydın, President of Turkey Ministry of Health Information-Processing Office Dr. Ünal Hülür, Branch Manager of Strategy Planning and Scientific Potential Office of Azerbaijan Ministry of Rabite and Information Technologies İsfendiyar Eliyev, planning and marketing director of Merkezi Gümrük Hospital Aynur Abbasova, Baku Embassy of Turkey Social Security Adviser Mustafa Gür have given a speech.
Deputy Minister of Health Elsever Ağayev who made the opening speech of the conference, spoke about the reform studies conducted in the field of health. Protection of public health, procurement of public health services with a higher quality are one of the main directions of these reforms: “The development of economy in the recent years has also affected the health sector positively and various developments have been made in this sector. Only in the last five years, 300 health institutions were reconstructed in Azerbaijan. Formation of a Health Supervision national center and formation of various electron recording systems were adopted as objectives within the frame of Electron Azerbaijan State Program. These centers have been built now and 7 recording system is now working. Generally, right now 9 State programs are applied regarding health sector. It is planned to supply electron medical information system with all health institutions in the future.”
President of Grand National Assembly of Turkey Health Commission Prof. Dr. Cevdet Erdöl provided information about the technological innovations implemented in the health sector of Turkey: “I observe the success Azerbaijan has earned in the field of health with great satisfaction. Turkey had also earned important success in the health sector in recent years. With the Health Transformation Program structural transformation of the hospitals was provided, family doctorship has been implemented, general health insurance started to be implemented and the most important one was the formation of a data bank on the basis of identity number.” Cevdet Erdöl talked about the formation of national information data bank, increase of the telemedicine opportunities and studies made to be implemented in Turkey: “As it is the same in all fields, you must use the computer for development in the health sector.”
President of social and politics commission of Azerbaijan National Assembly Hadi Recebli emphasized the importance of the conference and stated that health is one of the priorities of the social politics of Azerbaijan. Hadi Recebli stated that the share reserved for health from the budget of the Government increases every year, and he emphasized the importance of use and extensification of information technologies in health institutions.
Deputy President of Grand National Assembly of Turkey Health Commission Kemaleddin Aydın provided detailed information about Health Transformation Program and stated that the experience of Turkey is important for brother country Azerbaijan. Aydın reminded that in Turkey, the hospitals and insurance systems were combined, first step health services were developed, immediate aid was reconstructed and he said “Azerbaijan will make this progress which Turkey has passed before, in a short while. The studies show that this will be completed in short time”.
General Manager of “Akgün Software” company, Temel Akgün provided information about the establishment history, activities, services and products of the company. He said that “Akgün Software” provides the high level use of hospital information system, laboratory information system, digital video and archiving system, public human resources management information system, health dental information system, health department and family doctorship information system and information technologies in health sector.
Strategy planning and scientific potential branch manager of Azerbaijan Ministry of Rabite and Information Technologies İsfendiyar Eliyev talked about the studies made in Azerbaijan for the extensification of information technologies.
President of Turkey Ministry of Health Information-Processing Office Dr. Ünal Hülür stated in his speech that the Turkish experience will set an example for Azerbaijan in terms of implementation of information technologies in health sector will.
Ahmet Özçam, project development and management coordinator of “Akgün Software” company, made a presentation with the theme of “e-health standards and applications” in the conference.
Baku Embassy of Turkey Social Security Adviser Mustafa Gür stated that the mutual information sharing between Azerbaijan and Turkey will help to solve the problems quicker.
